Do You Need a Qualification to Do Laser Hair Removal in the UK?

A 2026 guide to training, insurance and the rules in England

Short answer: There is currently no single national licence for laser hair removal in England, but you do need proper training to work safely, to get insured, and to meet health and safety law. If you work in London you also need a special treatment licence from your local council.

Laser hair removal is one of the most requested treatments in the beauty industry, and one of the most misunderstood when it comes to training. Here is what you actually need in 2026.

Is there a legal qualification for laser in England?

Not yet. The government has powers under the Health and Care Act 2022 to create a national licensing scheme for non-surgical cosmetic treatments, and in August 2025 it confirmed a red, amber and green risk model. However, no regulations have been made, no start date has been set, and laser hair removal has not yet been placed in a tier.

That means today's rules come from health and safety law and from your insurer, rather than from a single laser licence.

What do you need right now?

  • Accredited training. Insurers expect a recognised laser qualification before they will cover you. Laser and IPL machines are Class 4 devices that can cause burns, pigmentation changes and permanent eye injury, so training in skin assessment, settings and safety is essential.
  • Laser Core of Knowledge. A short safety course covering laser physics, eye protection and controlled areas. Most insurers and employers ask for it.
  • Local rules and a Laser Protection Adviser (LPA). Every clinic using a laser should have written local rules for its machine and room, drawn up with an LPA.
  • Insurance. Your policy must name laser or IPL hair removal.
  • A London licence, if you work in London. Laser and IPL fall under the special treatment licence in the London Local Authorities Act 1991. Fees vary by borough.

Outside London, most councils have no laser licence, but always check with yours.

What about Wales and Scotland?

Wales licenses acupuncture, piercing, electrolysis and tattooing, but not laser hair removal. Scotland passed new non-surgical procedures legislation in May 2026, with its main provisions due from September 2027.

Why training matters beyond the law

The biggest risks in laser are choosing the wrong settings for a client's skin type, missing a contraindication such as photosensitising medication, or treating tanned skin. Good training teaches you to assess Fitzpatrick skin type, run patch tests and recognise the difference between a normal reaction and an adverse one. It also gives clients the confidence to book with you.
